The 黑料社 Public Policy Institute is proud to announce that Erica-Christina Bartley and Ciara Campbell are the recipients of the 2025 Master in Public Policy (MPP) Nathaniel Glover Fellowship. The Fellowship includes a full scholarship for their MPP degree, a small stipend, and an internship in the Jacksonville Mayor Office.
淭he MPP Nathaniel Glover Fellowship Program is perhaps the best example of how we accomplish the Institute mission to inspire a new generation of civic leaders with a servant heart,� said Rick Mullaney, Executive Director of the Public Policy Institute and Robert T. Shircliff Chair in Public Policy. 淚n its brief history, our graduates have successfully run for public office, been hired as officers of nonprofits, and been promoted to important local government positions. They are creating a better future for the City of Jacksonville and beyond.�
Named in honor of Dr. Nathaniel 淣at� Glover, the former Jacksonville Sheriff, President of Edward Waters University, and one of Florida most respected public servants, Glover Fellowships provide an exceptional opportunity to earn an MPP degree and pursue a career serving the public. 淣at life truly exemplifies what it means to be a public servant,� said Mayor Donna Deegan of the City of Jacksonville. 淣at has answered the call of public service so many times in his life and few people have done more for the citizens of Jacksonville. It these qualities that make Nat a role model for MPP Glover Fellows.�
Ultimately, the program seeks to prepare a new cadre of well-trained leaders for public
service and nonprofit organizations serving in north Florida.
Reflecting on his experience as a 2022 Glover Fellow, James Ellout, Vice President
of United Way of Northeast Florida, shared, 淭he Fellowship provided me with the resources,
knowledge, and networking opportunities I needed to become a thought leader in the
community and make a meaningful contribution to the policy landscape.�
Details about this year Fellowship recipients:
鈼� Erica-Christina Bartley holds degrees from Savannah State University, Wesleyan College, and Columbia University. Her extensive career in education includes roles as instructional coach, assistant principal, and principal, as well as service as a Teach for America corps member in Jacksonville. A native of Macon, Georgia, Erica-Christina is focused on driving system-level transformation through culturally responsive leadership, inclusive policy development, and meaningful community partnerships. Her leadership extends beyond education, as demonstrated by her involvement with Leadership Florida, the Junior League of Jacksonville, and Alpha Kappa Alpha Sorority, Incorporated.
淲hen rooted in equity and informed by education, public policy becomes a powerful force for transformation. Servant leaders in this space do not seek power攖hey seek to uplift communities through listening, learning, and purposeful action,� she reflected. 淚 am deeply honored to receive this fellowship and look forward to bringing my passion and commitment to Northeast Florida.�
鈼� Ciara Campbell holds a Bachelor of Science in African American Studies with a minor in Education from Florida State University and a Master of Science in Education from Johns Hopkins University. She began her career in education as a classroom teacher in Washington, D.C. and currently serves as a Program Coordinator for Genesys Works Jacksonville, where she leads professional skills training, supports students during their internships, and guides them as they plan for life after high school. A proud Jacksonville native and William M. Raines Senior High School graduate, Ciara is passionate about creating opportunities for young people in underserved communities and helping them reach their full potential.
